Taylor Ferrell is the Deputy General Counsel, Environment, Energy, & Installations, (DGC EE&I), Office of General Counsel, Department of Defense. Mr. Ferrell serves as the legal advisor to the Assistant Secretary of Defense for Sustainment and the Undersecretary of Defense for Acquisition and Sustainment. ODGC (EE&I) provides advice to policy-makers on numerous environmental issues, including environmental cleanup, environmental planning, and climate and energy. The office also is responsible for legal issues related to military construction, facilities management, and base realignment and closure. From March 2021 to May 2021, the White House detailed Mr. Ferrell to the Department of the Army, where he served as Acting Assistant Secretary of the Army (Civil Works). As the Acting Assistant Secretary, he provided policy and performance oversight for the U.S. Army Corps of Engineers Civil Works program. Prior to joining DoD, Mr. Ferrell was Trial Attorney in the Department of Justice Environment & Natural Resources Division, where he defended DoD and other federal agency clients in environmental litigation and in Fifth Amendment takings litigation. His public service career also has included service as Special Counsel to the Department of the Navy Office of General Counsel and as White House Deputy Associate General Counsel for Presidential Personnel. He began his legal career in private practice. Mr. Ferrell received his law degree from the University of Mississippi and has an L.L.M. in international legal studies from American University’s Washington College of Law. He received his undergraduate degree from Mississippi State University. CAREER CHRONOLOGY:
