Danica (Dani) Irvine

Director, Standards of Conduct


Ms. Irvine is the Director of the Department of War (DoW) Standards of Conduct Office (SOCO) and the DoW Alternate Designated Agency Ethics Official (ADAEO). Ms. Irvine and her team administer the responsibilities of the DoW General Counsel, as the primary DoW DAEO, which are aligned along three main lines of effort: implementing DoW-wide ethics policies and regulations, managing the DoW Remainder Agency ethics program, and providing ethics advice and counsel to Office of the Secretary of War (OSW) personnel. This includes working with the Office of Government Ethics (OGE) to conduct ethics vetting of all incoming DoW civilian Presidentially Appointed, Senate confirmed (PAS) officials. 

Ms. Irvine advises the Secretary of War, Deputy Secretary of War, and other senior officials on the full spectrum of ethics law, regulation, and policy. She provides leadership and guidance to ensure consistent interpretation and implementation of ethics laws across the Department’s 17 DAEO programs, including the Military Departments, Defense Agencies, and DoW Field Activities, overseeing more than 3,000 ethics officials worldwide.  

Ms. Irvine previously served as Senior Counsel for Acquisition & Ethics with the Defense Logistics Agency (DLA) Energy Office of Counsel and the Ethics Program Manager for the Department of the Army within the Army Office of General Counsel. Prior to her Federal career, Ms. Irvine was the General Counsel for the Tennessee Real Estate Commission and Deputy Chief Counsel for the Tennessee Department of Commerce & Insurance. Ms. Irvine has also worked in private practice as outside corporate and commercial litigation counsel.
