Mr. Scott Castle is the Deputy General Counsel (Fiscal), Office of the Department of Defense (DoD) General Counsel, Washington, D.C., a position he has held since 2002. In this capacity, he oversees the delivery of federal appropriations legal advice and services throughout DoD and supervises the General Counsels of the Defense Finance and Accounting Service and the Defense Contract Appeals Agency. He has also served as the Acting Principal Deputy General Counsel of the Army and General Counsel of the Coalition Provisional Authority in Baghdad, Iraq, from May 2003 until June 2004. In the latter capacity, he led an international legal office that was responsible for drafting and staffing Iraqi legal, governmental, and commercial reforms and resolving legal issues arising during the U.S. occupation of Iraq. A retired Brigadier General in the U.S. Army Reserve, Mr. Castle’s military career spanned 24 years, and included two command positions and assignment as the Assistant Judge Advocate General for Military Law and Operations with the Office of The Judge Advocate General. For twenty years, he was also a Professorial Lecturer at Law at the George Washington University School of Law. Mr. Castle received his Bachelor of Arts degree, magna cum laude, from the College of William and Mary in 1976; a Juris Doctorate degree from the University of Virginia in 1979; a Master of Laws from The Judge Advocate General’s School in 1988; and a Master of Science in Strategic Studies from the U.S. Army War College in 2000. Mr. Castle’s military awards and decorations include the Distinguished Service Medal; Meritorious Service Medal (with Silver Oak Leaf Cluster); Army Commendation Medal (with Oak Leaf Cluster); Army Achievement Medal; Army Reserve Components Achievement Medal; National Defense Service Medal with Bronze Service Star; Army Service Ribbon; Overseas Service Ribbon with Numeral 3; Army Reserve Components Overseas Training Ribbon with Numeral 6; and the Army Staff Identification Badge. During his civilian service, the Secretary of the Army twice awarded Mr. Castle the Decoration for Exceptional Civilian Service, and he has twice received the Secretary of Defense Meritorious Civilian Service Medal, as well as the Distinguished Civilian Service Medal, the highest award authorized for civilian employees of the Department of Defense. Finally, Mr. Castle received the Presidential Rank Award.
