Michael C. Wong

Deputy General Counsel, Acquisition & Logistics


Mr. Michael C. Wong is the Deputy General Counsel (Acquisition and Logistics) within the Department of War. Prior to this position, he was an Associate Deputy General Counsel (Acquisition) within the Office of the Army General Counsel.

Before assuming his civilian positions, Mr. Wong completed a distinguished 24-year career as an Army Judge Advocate, retiring at the rank of Colonel. His extensive military assignments included serving as the senior legal authority to the 4-star command at Army Futures Command, where he shaped the legal framework for the most significant Army reorganization since 1973. As Chief of the Contract and Fiscal Law Division at the U.S. Army Legal Services Agency, he managed the Army’s contract litigation, overseeing hundreds of contract appeals and bid protests valued in the billions of dollars.

His other notable assignments include serving as Chief Counsel for the U.S. Army Mission and Installation Contracting Command, where he supervised legal support for over 60,000 contract actions annually; Staff Judge Advocate for White Sands Missile Range, the Department of War’s largest installation; and a Law Professor & Vice-Chair within the Contract and Fiscal Law Department at the U.S. Army Judge Advocate General’s School. His deployments include both OPERATION ENDURING FREEDOM (Afghanistan) and IRAQI FREEDOM (Kuwait).

Mr. Wong graduated with a Bachelor of Science in Electrical Engineering from the State University of New York, received his Juris Doctor from the Yeshiva University Cardozo School of Law, and holds a Master of Laws in Military Law with a Specialty in Contract and Fiscal Law.

Mr. Wong is admitted to practice law before the State of New York, the Court of Federal Claims, and the Supreme Court of the United States.

Mr. Wong is the recipient of the Legion of Merit (2 Oak Leaf Clusters) and the Distinguished Civilian Service Medal.
