Deputy General Counsel (Acquisition and Logistics)

 

The Deputy General Counsel (Acquisition and Logistics) serves as the principal assistant to the General Counsel, and Principal Deputy General Counsel and with functional responsibility for legal advice and services in the broad area of DoD acquisition and logistics.

The incumbent has primary responsibility for providing legal advice to the Under Secretary of Defense (Acquistion and Sustainment) and the Under Secretary of Defense (Research and Engineering) and their subordinate organizations, along with other leadership components of the DoD for matters within their respective jurisdictions.

Major duties and responsibilities include, but are not limited to:

  • Advice and counsel on acquisition,, research, engineering, and other matters requiring contractual and policy decisions at the highest levels provided in the form of definitive written legal opinions; on-the-spot legal advice and oral opinions requiring immediate policy decisions; review of and coordination of acquisition and other policy positions prepared by the client organizations; and assisting the client organizations in developing and articulating legally sound business responses to specific matters.
  • Representation of the Department's position on acquisition and other matters both within the Government and with contractors.
  • Advocacy of Department of Defense positions, particularly when legislative changes are required to enable the Department of Defense to pursue stated acquisition and other policy goals.
  • In addition to providing legal advice to the organizational entities within the Office of the Secretary of Defense, the Deputy General Counsel (Acquisition and Logistics) also provides general oversight of the legal organizations assigned to the Defense Logistics Agency, the Defense Contract Management Agency, the Defense Advanced Research Project Agency, the Missile Defense Agency, the Defense Threat Reduction Agency, the Defense Information Systems Agency, the Defense Acquisition University, and the Defense Microelectronic Activity.
  • Supervision of multiple civilian senor attorneys (GS-15s) and support personnel.

Duties

As a Supervisory Attorney-Adviser (General) you will be responsible for the following duties:

  • The incumbent advises senior DHRA officials on a full spectrum of legal issues to include labor and employment law, government ethics, acquisition law, fiscal law, information law, administrative law, international law, and travel law and policy.
  • The incumbent provides legal advice and assistance to the Director, Defense Civilian Personnel Advisory Service (DCPAS) Director, Defense Manpower Data Center, Director, Defense People Analytics Center, Director, Defense Services Support Center, Director, Sexual Assault Prevention and Response Office and the Director, Defense Suicide Prevention Office.
  • Plans, organizes, supports and coordinates the work of team members.

Specialized experience required for this position is:

  • Three or more years of professional legal experience commensurate with the duties and responsibilities of the position.
  • Performs duties with substantial independence even when working on the most complex or difficult matters.
