The OGC Honors Attorney Program provides highly qualified, entry-level attorneys with the opportunity to gain exposure to a broad variety of subject matter areas over a two-year period. The Program includes rotations in at least two different divisions within OGC, and more as time and mission permit. Participants complete complex legal assignments and provide advice in a variety of legal practice areas.
This highly competitive paid summer program for first- and second-year law students is in the Office of the DoD General Counsel. Interns are selected based on many factors, including but not limited to: high academic achievement; demonstrated leadership; law review or moot court experience, legal aid and clinical experience, and internships or work experience in the legal field. We also consider specialized academic studies (including undergraduate and post-graduate degrees); military service; and extracurricular activities.

The WHS & PFPA Office of the General Counsel (OGC) is seeking an experienced Federal law enforcement attorney to join our team at the Pentagon in Arlington, Virginia. The primary responsibilities of the position involve providing legal advice and counsel on a broad portfolio of Federal law enforcement issues (including arrest and detention, investigatory authorities, jurisdiction of law on and around the Pentagon Reservation, and the use of force, technology, and force protection generally). The attorney would ultimately represent the Pentagon Force Protection Agency as a Special Assistant United States Attorney prosecuting criminal matters in the United States District Court for the Eastern District of Virginia.

The Washington Headquarters Services & Pentagon Force Protection Agency Office of General Counsel (WHS & PFPA OGC) is seeking an experienced attorney at the GS-13, 14, or 15 level to join the office in support of the Department of Defense’s Federal Advisory Committee Management program. The position is located at the Pentagon in Arlington, VA. The ideal candidate will have at least three years of experience with the Federal Advisory Committee Act (FACA) and its implementing regulations as well as some background with the Government in the Sunshine Act, the Freedom of Information Act, and Government Ethics.
Department Counsel, the Defense Office of Hearings & Appeals, Defense Legal Services Agency, Office of General Counsel. (GS 12 to GS 14)
The Defense Office of Hearings & Appeals (DOHA) is seeking attorneys for its Department Counsel Division. DOHA, the largest component of the Defense Legal Services Agency, provides hearings and issues decisions in personnel security clearance cases for contractor personnel doing classified work for all DoD components and 28 other Federal Agencies and Departments. DOHA also conducts personal appearance appellate hearings and issues recommended decisions in security clearance cases for DoD civilian employees and military personnel. Department Counsel represent DoD in these hearings and at various stages of the security clearance administrative due process. Duties include reviewing background investigations, obtaining evidence from outside sources, drafting pleadings and motions, advocacy at hearings, and drafting hearing level and appellate briefs.

The WHS Acquisition Directorate is a primary client providing acquisition services to a large customer base. The position is cradle to grave counsel for procurements to include reviewing solicitation, evaluation, and award documents.
Associate General Counsel, Office of the Deputy General Counsel (Fiscal), Department of Defense Office of General Counsel
There is an opening for a staff attorney in the DoD OGC Fiscal practice group (OGC (F)). This office advises the Under Secretary of Defense (Comptroller) and his staff on the most sensitive and complex issues of federal appropriations law facing the Department in executing an annual budget approaching one trillion dollars. Develop solutions to problems along the full spectrum of the DoD OGC responsibilities, including international affairs, acquisition and logistics, intelligence, personnel and health policy, environmental and legislative matters. Advising on the conduct of government activities during lapses in federal appropriations. Drafts the appropriation account language and text of general provisions for inclusion in the President's annual budget submission and DoD Appropriations Acts.
Employment & Labor Law Attorney, (GS-13 through GS-15), Washington Headquarters Services & Pentagon Force Protection Agency, Office of General Counsel
The WHS & PFPA Office of the General Counsel is seeking an experienced employment law attorney to serve on our Employment & Labor Law team at the Pentagon in Arlington, VA. The primary responsibilities of the position involve advising on a broad spectrum of employment and labor law issues providing support to WHS, PFPA, and the Office of the Secretary of Defense (OSD). The Employment & Labor Law team works closely with the other teams across WHS & PFPA OGC and provides expert legal advice including interpretation of personnel laws, regulations, and policies as well as litigation representation for employment and labor law matters before the Equal Employment Opportunity Commission, the Merit Systems Protection Board, and the Federal Labor Relations Authority. Successful candidates will have good working knowledge of Federal sector employment law, including but not limited to Title 5 Civil Service Regulations; Title VII of the Civil Rights Act; the Rehabilitation Act of 1973; the Family & Medical Leave Act; and the Age Discrimination in Employment Act. The incumbent will be required to obtain and maintain, at a minimum, a Secret level security clearance.

This position is with the Defense Legal Services Agency (DLSA) at the Defense Innovation Unit (DIU). The General Counsel (GC) of the DoD, appointed by the President, is the chief legal officer and principal advisor to the Secretary of Defense, overseeing legal policy and services. The GC also directs DLSA, providing legal support to the OSD, Defense Agencies and Field Activities. Counsel at DIU operate under the authority of GC, Principal Deputy GC, and Deputy GC (Acquisition & Logistics).
Senior Assistant General Counsel (Acquisition Law & Audit Policy)
The Defense Contract Audit Agency (DCAA) has an opening for a senior acquisition attorney (GS-15) to serve as Senior Assistant General Counsel (SAGC) for Acquisition Law & Audit Policy. DCAA's primary function is to conduct contract audits on behalf of DoD and other Federal agencies. Contract audits are independent, professional reviews of financial representations made by defense contractors, and DCAA helps determine whether contract costs are allowable, allocable, and reasonable. DCAA's financial oversight of government contracts, and related financial advisory services to DoD components, ensures that DoD's programs and warfighters get the best value for every dollar spent on defense contracts.

The incumbent serves as the Deputy General Counsel (Fiscal). As such, he or she is the principal assistant to the General Counsel and Principal Deputy General Counsel with functional responsibility for legal advice and services in the broad area of federal appropriations law and Department of Defense financial management. The Deputy General Counsel (Fiscal) has primary responsibility to provide legal advice and services to the Under Secretary of Defense (Comptroller) for fiscal matters, supervise and ensure the accuracy, timeliness, and responsiveness of legal advice and services provided, and support the General Counsel and Principal Deputy General Counsel in matters within his or her functional areas of responsibility that require their attention.
