Attorney-Adviser, GS-15
This position is located in the Office of the Deputy General Counsel (Environment, Energy, and Installations (EE&I)) of the Department of Defense, Attorney-Adviser, GS-15. As a staff attorney for the Department on energy programs and policies, provide legal advice and support to Department clients on energy security and reliability, energy use and priorities as directed by the Secretary, as well as related environmental compliance, real property, and litigation. Position requires a TOP SECRET/SCI clearance.
Incumbent typical work assignments may include the following:
- Provides legal advice regarding energy procurement for military installations, energy performance contracts and instruments utilizing Third-Party financing (e.g., 42 U.S.C. § 8287; 10 U.S.C. §§ 2913 and 2922a), and utilities privatization (e.g., 10 U.S.C. § 2688).
- Provides legal advice and services to the Secretary of Defense and OSD staff concerning operational aspects of a wide variety of federal, state, and local energy laws, regulations, and policies concerning DoD’s energy program which includes energy resilience, operational energy (e.g., fuel for tactical and non-tactical vehicles), and installation energy.
- Drafts, reviews and analyzes for legal sufficiency Department of Defense-level operations, plans, policies, regulations, directives and instructions, memoranda, and correspondence, as requested.
